The RPS previously mandated that 20% of a utility's energy needed to come from renewable energy. The RPS also gave an indefinite property tax for wind energy. The proposed law has made the mandate optional and the property tax exemption a 10 year plan only.
The RPS was intended to allow renewable energy to grow as a business without directly involving the government. This decision may have larger implications than just Kansas. Other state RPS may be at risk of coming under the same challenges, but as of now industry insiders saw this is unlikely.
